Construction

Construction activities can be a significant source of pollutants. Common sources of pollutants from construction sites and activities include:

  • Sediment from soil erosion
  • Construction materials and waste (e.g., paint, solvents, concrete, drywall)
  • Landscaping runoff containing fertilizers and pesticides
  • Spilled oil, fuel, and other fluids from construction vehicles and equipment.

The following principles of stormwater quality protection are applied to prevent pollutants from running off a construction site:

  • Plan for stormwater protection
  • Use and maintain BMPs at appropriate levels year-round
  • Minimize pollutant exposure
  • Don’t expose potential pollutants to wind and rain
  • Protect exposed pollutants
  • Keep pollutants from being washed or blown away
  • Use BMPs in layers to protect water quality and plan for accidents

Construction site BMPs include schedules of activities, prohibitions of practices, maintenance procedures, and other management practices to prevent, eliminate, or reduce water pollution. BMPs also include treatment requirements, operating procedures, and practices to control spills and leaks, and manage the storage, use, and disposal of building materials and waste.

The California Stormwater Quality Association’s Stormwater Best Management Practice Handbook for Construction provides guidance for selecting and implementing BMPs that will eliminate or reduce the discharge of pollutants from construction sites and activities. Another good reference is the Caltrans Stormwater Quality Handbook, Construction Site BMP Manual.
